Lock charger sets all of a charger's connectors to Unavailable, so nobody can charge on it. This can be useful for:
End users: protect a charger against use by others (useful if you use Autostart).
Installers: keep a charger out of use while you finish your work.
A charger that is not configured yet does not charge until its configuration is finished.

What Lock charger really does
The connectors are set to the "Unavailable" connector state. The app shows this as Locked, the web portal as Out of service. If your charger is connected to an operator, they can see that the connectors are unavailable.
Most chargers turn their LED red or off in this state. Chargers with a display may show a big red cross.
Lock charger is not the same as the socket lock (Socket lock in the app, Lock cable in socket in the web portal), which keeps the charging cable locked in the socket.
